Ethereum's Hegotá Upgrade: The Push for Native Privacy

As Ethereum continues its relentless evolution towards greater scalability and robust security, user privacy is rapidly taking centre stage. Ethereum Foundation researchers are setting their sights on the network's planned 2027 hard fork, code-named Hegotá, to introduce fundamental enhancements to transaction execution and privacy preservation. By tackling long-standing friction points in how privacy-focused transactions are processed, core developers aim to give users robust anonymity without forcing them to rely on risky third-party intermediaries.

 

Eliminating Intermediaries in Privacy Pools

Historically, using privacy pools or anonymity mixers on Ethereum created a tricky dilemma. To interact with a privacy pool without revealing the connection to your original wallet address, you needed a way to pay for gas fees. Users typically had to rely on third-party relayers or external intermediaries to pay these execution fees on their behalf. Unfortunately, relying on relayers introduces centralisation vectors, potential fee gouging, and IP tracking risks that undermine the very privacy users seek.

To resolve this, researchers in the Protocol Architecture team are championing Frame Transactions (EIP-8141) for the Hegotá upgrade.

Frames represent a far more expressive transaction format than standard Ethereum transactions. Working in tandem with Keyed Nonces and Recent Roots (EIP-8272), Frame Transactions will allow privacy pools to directly pay their own execution fees. This means smart contract pools can cover gas costs seamlessly during execution, removing the need for third-party intermediaries altogether and keeping wallet activity truly disconnected.

Additionally, the proposed Frame package incorporates Transaction Assertions (EIP-7906). This feature allows wallets to set strict conditional parameters on what a transaction is permitted to do after submission, protecting users against malicious state changes or unexpected execution outcomes.

 

Securing Inclusion: The Role of FOCIL

Eliminating relayers is only half the battle; ensuring transactions actually get included in blocks without being censored is the other.

This is where Fork-Choice Enforced Inclusion Lists (EIP-7805), or FOCIL, comes into play. FOCIL is designed to strengthen protocol-level censorship resistance by requiring block proposers to include transactions from predefined inclusion lists.

When paired with Frame Transactions, FOCIL guarantees that privacy-preserving transactions cannot be easily filtered out, delayed, or blacklisted by sophisticated block builders. Together, these proposals create an environment where privacy transactions obtain protocol-enforced inclusion guarantees, ensuring that privacy remains a accessible, core feature of the network rather than a second-class workflow.

 

Aligning with Vitalik Buterin’s Long-Term Vision

The push for enhanced privacy in Hegotá aligns closely with the long-term priorities outlined by Ethereum co-founder Vitalik Buterin. Buterin has consistently advocated for native privacy mechanisms, simplified base-layer architecture, and early preparation against future cryptographic threats, such as quantum computing.

Beyond privacy, developers evaluating the 66 proposals currently under consideration for Hegotá are weighing several critical upgrades:

  • Quantum Resistance: Preparing migration paths to replace legacy cryptographic algorithms before quantum hardware poses a practical threat.
  • Network Scaling & Gas Limits: Managing state growth effectively as the mainnet gas limit targets 500 million to 600 million.
  • zkEVM Integration: Testing optional zero-knowledge Ethereum Virtual Machine (zkEVM) proofs directly on the mainnet.
  • Data Separation: Separating block-access-list data from the main execution payload to streamline node verification.

 

Balancing Ambition with Execution Timelines

While the proposed upgrades represent a significant leap forward, Ethereum researchers emphasise the importance of discipline when choosing which Ethereum Improvement Proposals (EIPs) make the final cut.

Currently, FOCIL is the only proposal officially confirmed for the Hegotá upgrade, with Frame Transactions and dozens of others remaining under active evaluation. As researchers have cautioned, hard forks cannot simply become endless community wishlists. Core developers must decide what Ethereum needs next to maintain a reliable shipping cadence.

Hegotá will follow the Glamsterdam upgrade, which developers are aiming to deploy by the end of 2026. With Glamsterdam taking priority in the near term, the final feature set for Hegotá in 2027 will be shaped by the decisions made over the coming months.
